Dr. Katia Lugo, MD

Program Director

Dr. Lugo has a distinguished career and extensive experience in emergency medicine. She earned her Doctor of Medicine degree in 2003 from Universidad Autónoma de Guadalajara and New York Medical College, followed by the completion of her Emergency Medicine residency at the University of Puerto Rico in 2006, where she also served as chief resident. In 2008, Dr. Lugo joined the AdventHealth Emergency Medicine Residency Program as clinical faculty, progressively taking on leadership roles, including Patient Safety Director, Clerkship Director, and Faculty Champion for the AH Wellness Curriculum initiative. In January 2021, she transitioned to HCA/USF Morsani College of Medicine at Oak Hill Hospital, initially as Clerkship Director before advancing to Associate Program Director. Dr. Lugo is an accomplished speaker at national and international conferences, including WACEM, EMRA, ACOEP, SAEM, and ACEP state meetings. She is also actively involved in faculty development sessions for HCA Healthcare GME and contributes to various national and international committees. Her professional interests include medical education, women in medicine (as an active member of the Female Leadership Academy for Medical Excellence – FLAME), well-being, disparities, and inclusion. Outside of medicine, Dr. Lugo enjoys an active lifestyle, including tennis, golf, paddleboarding, volleyball, hiking with friends and her dog, traveling, white-water rafting, and snowmobiling. She also loves cooking for friends and family, attending sports events, concerts, and Broadway shows.


Dr. José A. Rubero, MD

Clerkship Director

Dr. Rubero received his MD from the Universidad Central Del Caribe School of Medicine, in Puerto Rico, where he later designed a medical student curriculum in emergency medicine and was appointed as Professor. He did two residencies: one in Internal Medicine at Cabrini Medical Center/Mt. Sinai Medical School in New York City and a second one in Emergency Medicine Residency Program at Lincoln Medical Center/Cornell University in the Bronx, NY where he was one of the Chief Residents. Dr. Jose Rubero is the Clerkship Director and Educational Director at the HCA Healthcare/USF Morsani College of Medicine GME Emergency Medicine Residency at HCA Oak Hill Hospital in Brooksville, Florida, where he continues improve the quality of the didactics as self-study time from the students, Dr. Rubero designed a clerkship website where the students can review his lectures, watch videos, and connect to other links related in emergency medicine. The website is: www.FloridaEMClerkship.com. Dr.Rubero's goal is to integrate the Emergency Medicine Curriculum as part of the medical schools' curriculum. His interests are disaster relief, cardiology, pulmonary, critical care and EMS.


Dr. Edgar Miranda, MD

Ultrasound Director

Dr. Miranda attended University of Puerto Rico School of Medicine, Doctor in Medicine Magna Cum Laude, where he completed residency in 2014. Post graduate training was completed at AdventHealth East Orlando in Fellowship Point of Care Ultrasound. Dr. Miranda is an ABEM Board Certified. He also has served as Administrative Chief Resident, University of Puerto Rico, School of Medicine from 2016 – 2017. Dr. Miranda now serves has our Ultrasound Director, HCA/Oak Hill Hospital.


Dr. Callee Heywood, DO

Core Faculty

Dr. Callee Heywood was born and raised in a small town in Alberta, Canada. She came to the United States for undergrad, fell in love and stayed to complete her emergency medicine training in Long Island, NY. Followed by an Ultrasound and Wilderness Medicine Fellowship. She loves spending time outdoors, playing ice hockey, running, golfing and triathlons. When she is not at work, she loves spending time with her spouse and dog, or training for the next big race.


Dr. Dalia Alwasiyah, MD

Core Faculty

Dr. Alwasiyah is a foreign medical graduate. She completed her bachelor's in medicine and bachelor's in surgery at King Abdulaziz University, in Jeddah, Saudi Arabia. She then went on to pursue a career in General Surgery. After two years, she decided that she wanted to be able to help anyone, anywhere and did not want to limit her skills to an operating room. Dr.Alwasiyah went on to completed her Emergency Medicine residency at Emory, in Atlanta, Georgia. Following her completion in a fellowship in Medical Toxicology at Carolina's Medical Center (currently Atrium Health) in Charlotte, North Carolina. Outside of her career, Dr. Alwasiyah loves to travel, and SCUBA dive.
